Very weak heater blower

I own a Mazda 6 Diesel (2007) and I'm getting sick of the crap heater fan - It's always been weak although the noise from the fan when it is on full power does not reflect what comes out of the vents.
The fan changes speed through all the settings, but the actual air pressure from the vents changes very little.
The window demist take FOREVER , whether I use the heater blower or the aircon -  you can hardly feel the air when you hold your hand over any of the vents

HELP !

Hi have you replaced the cabin filter ?
