Estate boot edge rust / bulging bumper

I noticed some rust on the bottom edge of my 63 plate estate and then realise that the reason was because of a bulge in the bumper below (see photo, note variation in boot-bumper gap). This has caused the edge of the boot to rub and worn the paint. The small gap won't help drainage either. The car had a tow bar fitted from new but there is no sign of any obstruction causing the bumper bulge. Does anyone else have the bulge or the rust problem?

This does not look normal. The tow bar must be a retro fit accessory. Maybe when they fit it, they overlooked some of the details.
