2006 katano Headlamps dim

All,

I'm pretty sure this has been covered previously; but i'm after some advice/assistance.

The main beam on my 6 is very bad/dim.  Its got to the point if another car comes towards me I can't see the road in front and if its raining forget it I can't see anything at all. 
I have "upgraded" the bulbs to the Halfords (I know) extreme brilliance bulbs which hasn't much had much/any difference at all.

It looks like my headlamps are almost "smoked" a little, it may be the way they were designed/ or the plastic has degraded.

does anyone else have an issue with brightness of their headlamps and if so how has it been solved.  I guess going back to a dealer for a Xenon upgrade is out of the question...

HID upgrade is also illegal?

do you think it is worth replacing the headlights themselves to a new/clearer set?

all thoughts would be much appreciated.

I used them on my car, had them fitted on my Mazda3 as well. Very bright and white.
